{"id":6284,"date":"2021-10-29T09:00:14","date_gmt":"2021-10-29T07:00:14","guid":{"rendered":"https:\/\/newforum.org\/new-paradigm-knowledge-base-update-i\/"},"modified":"2022-01-25T10:51:50","modified_gmt":"2022-01-25T09:51:50","slug":"new-paradigm-knowledge-base-update-i","status":"publish","type":"post","link":"https:\/\/newforum.org\/en\/new-paradigm-knowledge-base-update-i\/","title":{"rendered":"New Paradigm Knowledge Base &#8211; Update on the role of the state"},"content":{"rendered":"<p>[:de]<strong>Die erste Sitzung unseres IX New Paradigm Workshops hatte zum Ziel, ein Update zu neuen \u00f6konomischen Theorien in den folgenden Bereichen zu geben: i) Rolle des Staates, ii) Klima und iii) Fiskalpolitik.<\/strong><\/p>\n<p><strong>i) Rolle des Staates<\/strong><\/p>\n<p style=\"text-align: justify;\">RAINER KATTEL erl\u00e4uterte die Entstehung einer neuen Denkweise in Bezug auf die Innovationspolitik und den Paradigmenwechsel weg vom &#8220;hands-off&#8221;-Ansatz hin zu einer gr\u00f6\u00dferen Rolle f\u00fcr den Staat. Er hob zwei Bereiche hervor, die f\u00fcr eine aufgabenorientierte Politik von besonderer Bedeutung sind, und zwar das nachhaltige Finanzsystem und die Wettbewerbspolitik. In der Vergangenheit war ein Gro\u00dfteil der Innovationspolitik auf milit\u00e4rische und sicherheitspolitische Erfordernisse zur\u00fcckzuf\u00fchren und ging nicht ausreichend auf die allt\u00e4glichen Bed\u00fcrfnisse der Menschen ein (&#8220;Mond- und Ghetto-Paradoxon&#8221;). K\u00fcnftig muss die I<strong>nnovationspolitik unter Einbeziehung der breiten \u00d6ffentlichkeit und mit einem ganzheitlichen Ansatz<\/strong> umgesetzt werden, der die Auswirkungen auf alle relevanten Sektoren ber\u00fccksichtigt.<\/p>\n<p style=\"text-align: justify;\">PHILIPP STEINBERG (BMWI, BERLIN) stimmte in der Hinsicht zu, dass eine gr\u00fcne Transformation der Wirtschaft notwendig sei. Er erkl\u00e4rte, dass sein Ministerium an der Ausweitung der gr\u00fcnen Beschaffung und der Verbesserung des Wettbewerbsrechts arbeite. Seiner Ansicht nach k\u00f6nnen (neo)klassische Argumente Markteingriffe im Falle von Marktversagen rechtfertigen. Unter Bezugnahme auf die Idee eines <strong>&#8220;unternehmerischen Staates&#8221;<\/strong> sagte er, dass er nicht so weit gehen w\u00fcrde, sondern eher den Begriff eines <strong>&#8220;transformativen Staates&#8221;<\/strong> w\u00e4hlen w\u00fcrde, der bestimmte aufgabenorientierte Ziele umsetzt.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ii) Moderne Klimapolitik<\/strong><\/p>\n<p style=\"text-align: justify;\">Nach Ansicht von TOM KREBS sollte der Eckpfeiler einer modernen Klimapolitik darin bestehen, die \u00f6ffentlichen (Infrastruktur-)Investitionen zu erh\u00f6hen, insbesondere in den Bereichen Verkehr und Energie, da dies gr\u00fcnes Wachstum und Arbeitspl\u00e4tze schaffen wird. <strong>Schuldenfinanzierte \u00f6ffentliche Investitionsprojekte<\/strong>, u. a. in das Eisenbahnsystem, das Energienetz und die Wasserstoffwirtschaft, k\u00f6nnten aufgrund ihrer hohen (sozialen) Rendite wirtschaftlich sinnvoll sein. Er erl\u00e4uterte m\u00f6gliche Wege f\u00fcr \u00f6ffentliche Investitionen, die zur Erreichung der Netzneutralit\u00e4t bis 2045 notwendig sind und mit der deutschen Schuldenbremse vereinbar w\u00e4ren.<\/p>\n<p style=\"text-align: justify;\">KATHARINA BOHNENBERGER lenkte die Diskussion auf das Ausma\u00df der wirtschaftlichen Transformation, die notwendig ist, um die Welt auf den Weg zum 1,5-Ziel zu bringen: ein rascher Ausstieg aus den fossilen Brennstoffen oder eine <strong>&#8220;Exnovation&#8221;<\/strong> des braunen Energiesektors, w\u00e4hrend gleichzeitig das Problem der sozialen Ungleichheit im Allgemeinen und der Ungleichheit im Energiekonsum im Speziellen angegangen wird.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>iii) Ein neues fiskalpolitisches Paradigma<\/strong><\/p>\n<p style=\"text-align: justify;\">W\u00e4hrend der Pandemie haben die EU-Mitgliedstaaten hohe Haushaltsdefizite angeh\u00e4uft, weshalb einige EU-Mitgliedstaaten (vor allem die &#8220;sparsamen Vier&#8221;) eine rasche R\u00fcckkehr zu den Haushaltsregeln fordern. Andere warnen hingegen davor, die Fehler aus der EU-Staatsschuldenkrise zu wiederholen, n\u00e4mlich die Haushalte zu fr\u00fch im Aufschwung zu k\u00fcrzen. CATHERINE MATHIEU pr\u00e4sentierte die aktuelle akademische Diskussion \u00fcber Alternativen zu den bestehenden und etwas willk\u00fcrlichen\u00a0 EU Fiskalregeln (60% Schuldenstand\/BIP, 3% Defizit\/BIP, 0,5% strukturelles Defizit\/BIP). Die meisten Vorschl\u00e4ge konzentrieren sich auf eine Regel, die die \u00f6ffentlichen Ausgaben begrenzt. Ein anderer Ansatz, den Blanchard et al. (2021) vorschlagen, w\u00e4re der Austausch fiskalischer Regeln durch fiskalische Standards, die von neu geschaffenen unabh\u00e4ngigen fiskalischen Institutionen \u00fcberwacht w\u00fcrden. Diese m\u00fcssten allerdings ihre Entscheidungen auf der Basis von stochastischen Sch\u00e4tzungen der Wahrscheinlichkeit einer Staatsinsolvenz treffen, die grunds\u00e4tzlich mit hoher Unsicherheit verbunden ist. Daher schlagen <strong>Mathieu und Sterdyniak (2021)<\/strong> ein neues fiskalisches Paradigma vor: Die Mitglieder sollten die M\u00f6glichkeit haben, einen Haushaltssaldo zu bestimmen, der mit ihren <strong>makro\u00f6konomischen Bed\u00fcrfnissen<\/strong> im Einklang steht, und sich auf eine offene Koordinierung einigen, bei der sie <strong>Wachstum, Vollbesch\u00e4ftigung und die \u00f6kologische Transition<\/strong>\u00a0anstreben sollten.<\/p>\n<p style=\"text-align: justify;\">CHRISTIAN BREUER formulierte die EU-Fiskalpolitik in Form einer Kosten-Nutzen-Analyse. W\u00e4hrend die Kosten, die dadurch entstehen, dass den L\u00e4ndern eine Stabilisierungspolitik untersagt wird, oft \u00fcbersehen werden, ist das <strong>Niedrigzinsumfeld<\/strong> ein gutes Argument f\u00fcr eine Lockerung der Fiskalregeln. Er warf zudem die Frage auf, welche Rolle L\u00e4nder wie z.B. Deutschland beim Abbau ihrer \u00fcberm\u00e4\u00dfigen <strong>Leistungsbilanz\u00fcbersch\u00fcsse<\/strong> spielen k\u00f6nnten.<\/p>\n<h3><\/h3>\n<h3>Die ganze Session als re-live hier:<\/h3>\n<p>https:\/\/youtu.be\/AA5QMaA_n0o?t=1285[:en]<strong>The first session of our IX New Paradigm Workshop aimed at providing an update on new economic thinking in three areas: i) on the role of the state, ii) on a modern climate policy, and iii) on new fiscal rules.<\/strong><\/p>\n<p><strong>i) On the role of the state<\/strong><\/p>\n<p>RAINER KATTEL explained the emergence of a new way of thinking about innovation policy and the paradigm shift away from hands-off approach towards a greater role for governments. He highlighted two areas of particular concern for mission-oriented policies: greening of finance with the aim of decreasing climate-related risks and rethinking competition policy with the aim of stopping digital value extraction. Looking at the past, much of innovation policy was due to military and security needs and did not sufficiently address people&#8217;s everyday needs (\u201cthe moon and the ghetto paradox\u201d). Going forward, <strong>innovation policy<\/strong> must be implemented in an <strong>inclusive manner by engaging with the wider public and with a<\/strong> <strong>holistic approach<\/strong> by factoring in the effects on all relevant sectors.<\/p>\n<p>In his comments, PHILIPP STEINBERG (BMWI, BERLIN) agreed that a green transformation of the economy is needed and explained that his ministry is working on expanding green procurement and improving competition law. In his view, (neo)classical arguments can justify market intervention in case of market failure. Referring to the idea of an <strong>\u201centrepreneurial state\u201d<\/strong>, he said that he would not go as far as that but rather to choose the term of a <strong>\u201ctransformative state\u201d<\/strong> that implements certain mission-oriented policies with a common European interest.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>ii) On a modern climate policy <\/strong><\/p>\n<p>According to TOM KREBS, the cornerstone of a modern climate policy should be increasing public (infrastructure) investment, especially in the fields of transport and energy as this will generate green growth and create jobs. <strong>Debt-financed public investment projects<\/strong> including in the railroad system, energy grid, hydrogen pipeline system could make economic sense due to their high (social) returns. He explained possible ways of financing public investments necessary to achieving net neutrality by 2045 which would be compatible to the German debt brake.<\/p>\n<p>In her comments, KATHARINA BOHNENBERGER steered the conversation towards the scale of economic transformation necessary to get the world on track to the 1.5 target: a rapid fossil fuel phase out or <strong>&#8220;exnovation&#8221;<\/strong> of the brown energy sector, while at the same time tackling the issue of social inequality in general and energy inequality in particular.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>iii) On a new fiscal paradigm<\/strong><\/p>\n<p>During the pandemic, EU member states accumulated large public deficits, which is why some EU member states (especially the frugal four) are calling for a swift return to fiscal rules. Other are warning against repeating the mistakes from the EU sovereign debt crisis, namely cutting budgets too early in the recovery. CATHERINE MATHIEU presented the current academic discussion on alternatives for the existing and somewhat arbitrary fiscal rules at the EU level (60% debt\/GDP, 3% deficit\/GDP, 0.5% structural deficit\/GDP). Most of the proposals center around an rule that limits public expenditure. Another approach proposed by Blanchard et al (2021) would be exchanging fiscal rules through fiscal standards, monitored by newly created independent fiscal institutions. However, these would have to make their decisions on the basis of stochastic estimates of the probability of sovereign insolvency, which is fundamentally associated with high uncertainty. Therefore, <strong>Mathieu and Sterdyniak (2021)<\/strong> suggest a new fiscal paradigm: members should be allowed to run a government balance consistent with their <strong>macroeconomic needs<\/strong> and agree to an open coordination in which they should target <strong>growth, full employment, and the ecological transition<\/strong>. This new paradigm should be based on trust between member states.<\/p>\n<p>CHRISTIAN BREUER framed EU fiscal policy in terms of a cost benefit analysis. While the costs of prohibiting countries from pursuing stabilization policies are often overlooked, the <strong>low interest rate environment<\/strong> provides a good argument in favour of relaxing the fiscal rules.
